In the comics, Atlantis rose as a consequence of a wish Aquaman made during Dark Nights: Metal event (2017-2018). While wearing a Tenth Metal armor (a material with reality-altering powers), he wished for Atlantis to be "a place of the land and sea" just like him. The wish became true when he defeated Corum Rath and got rid of the Abyssal Dark and its magic, which was the only thing holding the kingdom at the bottom of the ocean.
