Scrap of the Soul Cloak

Scrap of the Soul Cloak is an artifact recommended for any role.

Overview

Scrap of the Soul Cloak's rank 200 7% refund has a hidden 30 seconds internal cooldown. Supercharge will not be refunded if another supercharge ability is used within 30 seconds of another that did trigger it. This is particularly noticeable when used with the artifacts Eye of Gemini and Heart of Isis.
Among Heart of Isis' new abilities, only Wisdom of Solomon and ! trigger Scrap of the Soul Cloak's 7% refund. The other supercharge abilities do not trigger refund, nor do they trigger Scrap's internal cooldown.
Does not stack with Extended Supercharge, a Chest Equipment Mod, which is weaker but requires much less investment.

The last ability in the Soul Tap's description becomes active at rank 200.
As the artifact is upgraded over time it changes its rarity, ranks 0 to 39 have common, ranks 40 to 79 uncommon, ranks 80 to 119 rare, ranks 120 to 159 epic, ranks 160 to 180 legendary and rank 200 artifact rarity.
