- Stemming the Tide (Part 1) is the first part of the introductory Story Missions for heroes in Central City Starro Deluge Zone for the Deluge episode. This mission involves other missions in the Introductory Mission chain via the S.T.A.R. Labs Outpost at the hero rally point before concluding and moving on to Stemming the Tide (Part 2). Completion of the Introductory Chain is necessary before recurring open-world Daily and Weekly Missions are available from their taskmasters.
- Access to this content is available to all players for free. This open world mission is available to all Level 20+ players — stat buffs will be applied as needed. The target stats are boosted to a Combat Rating of 174 or 209 dependent on if player's Equipped CR is respectively below or above 194 (the CR for enemies in this zone).

Objectives
- Use the Orrery Teleporter to travel to the Central City Starro Deluge Zone and speak with Mera
- Interrogate defeated Atlanteans that are transporting Starro spore hatcheries into Central City.
- Return to Mera in Central City Deluge for further instructions.
- Go to the S.T.A.R. Labs Outpost to find out how you can assist against the Starro invasion
- Return to Mera in Central City Deluge for further instructions.
- Stop Starro and Atlanteans at the CCPD Station before they gain more soldiers in the invasion.
