Back Equipment Mods are a sub-class of Lair System Dispenser Items called Tactical Mods.

Back Equipment Mods are a sub-class of Lair System Dispenser Items called Tactical Mods.
These White equipment Mods can be used to buff the attack, defense or other abilities of the player.

Mod	Effect	Cost
Berserker	Your damage output increases by an additional 10% when your Health drops below 35%.	3 power cells
Breakout Protection	Your Defense and Toughness is increased 10% for 4 seconds after using the Breakout ability.	3 power cells
Breakout Regeneration	Gain Health regeneration for 4 seconds after using the Breakout ability.	3 power cells
Violent Breakout	Using your Breakout ability causes enemies to be violently knocked down and away from you.; The same enemy may only be affected once every 30 seconds.	3 power cells
Weakening Field	Enemy players striking you have a chance to reduce their Control Resistance by 30% for 8 seconds.	3 power cells

Back Equipment Mods originally from Time Capsules generally reduce the cooldown of certain superpowers. They are now also obtained from the dispenser.

Usually merely back equipment with item level 30 and up has a slot for back equipment mods.
Originally all Tactical Mods had a cap of four items. Once you had four pieces of the same mod in your possession, the mod in question would disappear from the Dispenser until you delete or salvage the modded gear piece or overwrite it with another Tactical Mod. This was later removed with an update.
