Feet Equipment Mods are a sub-class of Lair System Dispenser Items called Tactical Mods.
These White equipment Mods can be used to buff the attack, defense or other abilities of the player.

Empowered Glide	Requires Agile Movement; You recover 2% of your total Power per second while using Rocket Assisted Glide.	3 power cells
Deadly Block	Your Block Counter causes additional damage equal to 5% of your Precision.	3 power cells
Explosive Block	Your Block Counter knocks enemies much further away and increases their helpless duration by up to 1 second.	3 power cells
Swooping Combos	Requires Aerial Movement; Tap melee to perform a Swoop Attack combo following Air Burst, Downdraft, High Pressure, Low Pressure, Swoop Attack or Whirlwind Attack.	3 power cells
Exhilarating Dive Bomb	Requires Aerial Movement; Recover 6% of your maximum Power over three seconds after performing the Dive Bomb attack.; This effect can occur once every 15 seconds.	3 power cells
Dashing Combos	Requires Swift Movement; Tap melee to perform a Dash Attack combo following Vortex Trap, Tornado Pull, Cyclone Push, Whirling Dervish or Phase Dodge.	3 power cells
Inertial Innervation	Requires Swift Movement; Recover 6% of your maximum Power over three seconds when using Inertial Flywheel.; This effect can occur once every 15 seconds.	3 power cells

Usually merely feet equipment with item level 30 and up has a slot for feet equipment mods.
Originally all Tactical Mods had a cap of four items. Once you had four pieces of the same mod in your possession, the mod in question would disappear from the Dispenser until you delete or salvage the modded gear piece or overwrite it with another Tactical Mod. This was later removed with an update.
