During both Brothers in Arms and Family Reunion alerts, it's required of players to travel through the Speed Force Tunnel to alternate versions of Gotham City or Metropolis. If they dwell in the tunnel long enough, Doctor Sarah Charles (heroes) or Veronica Cale (villains) will inform that something--or someone--has entered the location. Heroes will encounter one out of the four Rogues, while villains will encounter one of out four Titans members. Their appearance is random, and it's impossible to predict which one will appear until they actually arrive.
The NPC of interest will enter the Speed Force through the portal you came and run towards the end, and will only stop if attacked by mobs or by the players, and continue on their path if they are not attacked every few seconds. Tank players, tank pets and Elite Henchmen will help prevent the NPC from escaping.
The Flash Museum zone, including the Speed Force Tunnel, is an in-between passage for all of players who are running the instance regardless of group, so different groups might run into each other. The mobs will re-spawn every few minutes, but the NPCs related to this feat are tied to the objectives of the instance and not to the environment, so they'll only appear if triggered by the objectives in the instance - that means only one iconic will show up in an undisturbed run.
Several runs may be required to complete this feat.

Although the feat refers to Family Reunion as a duo, the instance is actually an alert.
This feat is mistakenly signaled as a Duo Feat in the game.
